Vishtahmba has only two interior walls, marked in black. One blocks off the docks area and the other blocks off District 7, the High District.There are only four exits from the city aside from the docks. There are 3 gates to the island, one in Westgate, one in Eastgate, and one north from the High District. There is also a gate to the dump from District 1, but the dump is in a small valley that doesn't have access to the rest of the island except for the most determined of climbers.

Districts:

1 - Officially titled the Southwest District, and called the Smells District and other names, all tanneries, sewage treatment areas, the town grabage processing area, and other nuisance-type businesses are zoned here. Few are those that choose to live here.

2 - The Green District. The city's open-air produce markets are here. Herbs, vevegtable, and fruits from all over the continent can be found here. It is generally middle-class.

3 - Westgate. This district has a strong watch presence, and many registered wizards live here. There is also a livestock market from the island flocks.

4 - Pallimera. This district has many artists and temples, and a significant number of nonhumans.

5 - The Dives. A rather unwholesome, lower-class neighborhood. The Inn known as The Filthy Manticore is lcoated where the red letter 'e' is.

6 - The Buckle. This district is a mix of all types and trades. The red letter 'd' shows where the inn that the PCs are staying at is.

7 - The High District. On a natural plateau, the city rulers and government live here along with most of the diplomats. This is a very high-class area, and only those finely dressed or in servant's livery are allowed.

8 - Tritown. This is a lower-middle-class district that caters to many city visitors, and thus has a nautical feel. The consecrated grove that used to be the headquarters of the undead criminal group known as the Hand of Night is here, located where the green circle is. There are many warehouses in this district.

9 - The University District. The city university is here, along with many scribes and other sendetary pursuits. The red letter 'a' shows where the bar known as Dolphin's Chance is. The red letter 'b' shows where Du'Bois' house is.

10 - The Promenade. This is primarily the business district, and it has a wide, well-decorated blvd.

11 - Southville. This is an upper-middle-class district primarily composed of prosperous businessman.

12- The Conclave District. There are a number of nonhumans here, including some beings who defy conventional descriptions and seek privacy. A special type of warrant is needed by city authorities in this district.

13 - Eastgate. Aside from the usual trade and business, this part of the city does an unusually high number of sales in weapons and armor. There is a lot of military surplus found here. Why this is, no one seems to know. Perhaps it just worked out that way...

14 - The Fine District. If you have money but you are government or royalty, you probably live here. This district has much in the way of private security, and there is even a Bodyguard's Guild.
